The tendency of the Government of the Custodian of the Two Holy Mosques to create a specialized administration within the governmental system concerned with development and training reflects the extent of the State's interest in the administrative development of all staff.

Administrative development has been and continues to be the biggest source of the requirements of construction and administrative development at King Abdul Aziz University through the provision of training and development programs that qualify the employees of the university to improve the provision of administrative, scientific, research, technical and cognitive services.

Thus, contributing effectively to the strengthening of the leading position of the University of King Abdul Aziz in activating the orientations of the State towards the provision of administrative development in the desired manner in addition to community service. The effectiveness of training is essential for every organization or administrative establishment that seeks to invest and develop its workforce. Training is a source of great importance of all sources of preparing trained human cadres, developing their efficiency, increasing productivity and success of the administrative process.

The great development in the field of information and communication technology has founded an urgent need to develop strategies and development plans to keep pace with these variables and use them as best as possible. Many countries around the world have moved towards building national plans to benefit from informatics

Define the role of technology in the development of society and regulate the relationship between the performance on paper, economically, culturally and socially.

The Department of Administrative Development has been proactive in keeping up with these changes and developments, which has led us to play a prominent and fundamental role in the selection of new, innovative and effective training methods. We believe that training is the most important development sector that must keep abreast of the enormous technological development process that is being witnessed. We believe that the training opportunities should be available to all employees of King Abdul Aziz University, all of which necessitated the transition from the concept of traditional training to the concept of strategic and developmental training, which is as follows:

• Researching the status of the administrative and technical sectors at the university and identify the training needs of the employees of those sectors.

• Designing appropriate training programs according to the training needs of each sector.

• Providing training programs for employees of each sector, considering the administrative level of the employee.

• Follow up the effectiveness of training programs and achieve the objectives of the improvement and development of human resources.

Achieving this system of strategic development and training requires several stages of the concept of workforce development to reach the desired goals, herein comes the role of electronic filtering in using it as one of the tools necessary in achieving the desired integration between the sectors of the university as well as filling the inherent training needs for it.

The realization of the concept of strategic and development training is linked to the transitioning to the concept of administrative development, which requires several factors contributing to the realization of this concept, among these factors, the development of e-training system or the so-called remote training, through which, we seek to develop strategies and training plans to achieve several goals, the most important of which are:

• Totalitarian of training for all employees of the university, respecting the principles of differentiation in the selection of the employee most eligible for the training.

• Delivering training directly to all employees of the university -wherever they were- through the electronic training system.

• Achieving a qualitative leap in the administrative training techniques at King Abdul-Aziz University.

• Assembling an electronic library for remote training programs.

• Providing a system for monitoring, following-up and controlling the training

• Providing training contents according to international standards in the training industry.

• Continuous improvement of training portfolios through specialized development committees.
